There are also some holes in the policythat causes hindrance in its practical application.
The major gap is lack ofcoordination between agencies and departments. NISP have been made from westernpolicy framework these policies cannot be implemented in rural areas. Aboutestablishing new institutions, security expert and former police officer TariqKhosa believes that an attempt to raise a new counterterrorism force in aprovince under the bureaucracy instead of the police command is unwise (Khosa,2014). CONCLUSIONInternal security is a critical issue because it ensures the safety andwellbeing of the citizens.
National Internal Security Policy addresses the mainchallenges under a single document. It identifies the breaches in the between governmentsobligations and actions and offers solutions that fulfils the gaps. NISP is thefirst document that offers solutions from civilian’s perspective which was atfirst dominated by security establishment. The policy is well drafted as it one of a kind but there is a questionmark on its implementation and regulation. According to World Bank GovernanceIndicator (WGI) report Pakistan was ranked 38th in 2007 but itsposition its position is 29th. So, the real challenge arises in itsoperations.
Anyhow there are also immense challenges in the policy executionthere are other key issues also like different religious and ethnic values, unprotected borders and fiscal capacity of the state. And typical behavior ofcreating bureaucratic departments in response of rising challenges. Anotherproblem is that the policy is inspired with developed states security policy, but the type of policy depends upon country’s position. The Security policiesof very strong states are different from those of very weak ones, and bothdiffer from those of states that are neither very strong nor very weak.
(MichaelMandelbaum). POLICY RECOMMENSATIONSFirst, government should appoint an internal securityadvisor, a person who is senior and experienced in the field. A meetingshould be conducted between Maulanas and government representative in which aconsensus should build regarding educational reforms.
Secondly, to deal with trans provincial issues like madrassasderadicalization, reforms. NACTA should be under Prime Minister jurisdictionrather than of MOI. And it would ensure a limited political intervention. Asynchronized institutional mechanism should also be formulized so thatdifferent agencies and security departments can work in harmony Thirdly,NISP uses holistic approach and does not consider provinces according to theirregional terrorism threats so, NISP a team should be made including differentprovincial agencies members to fight with internal security threats. Aparliamentary committee should be formed to ensure the coordination betweenagencies whether they are sharing information with each other or not.
There is grave need to reestablish publicnarrative regarding militancy proper campaigns should be inaugurated to educatecitizens regarding militancy, extremism and terrorism etc.
