Trans nations, the multilateral dependence of the States, making the solution of the conflict unprofitable, while co-operation is to create conditions for peace and prosperity. 1 The difference between new liberals does not only strengthen this position, but also makes it the starting point for new, security understanding. The opportunities for post-Cold War communication are accompanied by increased threats due to the proliferation of democracy, new scientific achievements, the disappearance of old matter and new arms regulating the world order.
