In the 1980s, a school emerged from neo-liberalism or structural liberalism, which continued classical liberalism, but considered the new realities of the world political process: the complexity of inter-interstate independence, development of Interstate co-operation, Integration, creation of a global community. Neoliberalism gives special importance to the interconnection of politics and economics. Due to the mutual dependence of the States, it should increase opportunities for cooperation through international organisations and weaken the impact of anarchy on the international environment.
In the framework of Neo-liberalism, several trends and concepts, sometimes seen as independent concept schools, have emerged. Among them, there is a complex concept of addiction, according to the theory of mutual dependence, that all political actors have a greater or less impact on international politics. They are interested in combining efforts not only in economic cooperation but also for solving common protection issues, such as environmental protection, limitations of weapons, proliferation of nuclear Weapons, etc. The state of any country depends on the relations with others, and all in the international system. Due to the increasing mutual dependence of different countries, the limitation of the state’s internal and foreign policy is becoming increasingly related: Foreign policy is not only internally sourced, but also outsourced and increasingly internal. Trans nations, the multilateral dependence of the States, making the solution of the conflict unprofitable, while co-operation is to create conditions for peace and prosperity. 1 The difference between new liberals does not only strengthen this position, but also makes it the starting point for new, security understanding. The opportunities for post-Cold War communication are accompanied by increased threats due to the proliferation of democracy, new scientific achievements, the disappearance of old matter and new arms regulating the world order.
