Privateorganisations seem to be more proficient in utilising PM practices than the publicorganisations (Rosacker and Rosacker, 2010; Wirick, 2011).  Various authors argue that other potentialbenefits of utilising public projects include the creation of socio-economicvalue through effective public service which as a result produces anenvironment that fosters investment and improves the standard of living ofpeople in a society (Ofori, 2013; Graham and England, 2013). Furthermore, theconcept of PM in public organisations is promoted by various governments.Although, various developed nations such as USA, UK and Australia amongstothers, have a record of achievement in managing government developmentalprojects (Klakegg et al., 2015), there is still the need for betterunderstanding of PM practices that relate to public projects specifically indeveloping countries. Inaddition, Abbasi & Al-Mharmah (2000) adds that in such countries the applicationof PM tools and techniques are still in its early phases of development.

It isa relatively modern practice that attempts to achieve planned objectives withindefinite time and cost limits, through best use of resources and using an incorporatedplanning and control system.
